Between Hackins Hey and Moorfields lies Tempest Hey, Leather Lane, Eberle Street, Ryleys Gardens, Quaker Alley and Stephens Lane these are names to conjure with. Set right in the centre of Liverpool old town the represent some of the oldest streets still left. While the Dale street facing end is still largely intact the nearer you get down them toward Titherbarn street less there is.
Right in the middle is one currently unused building at the junction of Rileys Gardens and Tempest Hey, it seems to be unlisted and therefore vulnerable.

Perhaps 50 years ago the area, with it buildings intact it would have been ideal for the location of some "quirky" shops and eateries perhaps similar to
Norwich Lanes, and while the Dale street end still has some of the character needed, only 1 smallish building still stand in the middle, while the Northwest corner contains a couple of original buildings.
There is now a large area of car parking but the original street plan still exists, building a collection of small units is one possibility almost replacing the previous units but that isn't really what Liverpool needs at the moment,
according to several articles it some big "Grade A" office space areas.
Is it worth bulldozing the area to create such or could it be done another way? Building only on the existing plots and link the buildings with bridges, which are apparently called skyways. While trying to recreate some of the Medieval feel down at the ground level? The buildings on either side would definitely give the darkness
Modern frontages could be made looking on to Titherbarn street and onto Moorfields by replacing Cross Keys house, complete with it derelict Yates.
One way or another this land needs to be redeveloped it just hard to see how without annoying some people or spending a lot of cash.
Quite right, you'd annoy the people who's livelihood depends on the car park.😉
