Lots of development has been happening on Seel Street in the last few years, There is just 1 building left undeveloped and that at the junction with Slater street, the address is 28 Slater and it is not a listed building. The Scaffold has only been up for the last 8 years, which for the area is recent, which includes lots of bars. The small car park at the junction is the result of some post 2000 demolition of buildings of a similar type to the older ones left, probably early Victorian.

Thoughts
In the last 2 years, 3 companies have been registered there, each of which has now dissolved. Each has only 1 director, Edward Hudsons correspondence address is given as the Jacaranda just across the road. The other two it is given as 28 itself.
Crossplains(Liverpool) limited Created 16-04-2014 dissolved 24 November 2015,
Edward Hudson.
Anima(Liverpool) limited Created 21-11-2014 dissolved 10 May 2016,
Emma Wilson.
Cantando(Liverpool) limited Created 16-03-2015 dissolved 30 August 2016,
Sarah Smith.
No indication these people own the building, no indication of who does or what their plans are, all very weird? Maybe not criminal but a bit of a mystery.
Update
Alma De Cuba has been bought by Signature Living, the company is into very bling things so Alma De Cuba will suit it. They have also bought the car park next to it and plan to do a new build hotel on it. See Liverpool
